It is going to happen over the hill in Whittier(Any city in SoCal) next. A cop gave a talk to a service club lunch today on trafficking and prostitution "in our backyard."
The cities have discovered that criminal prosecutions are expensive and don't really stop the operators from getting new workers. Now they are using civil code enforcement and conditional use permits to make it too expensive for the owners to set up or continue working.
The only people that complain are fugly women who could not score at a blind picnic.
What ends up happening is that the shops go vacant or become drug dealer pot shops. That really drags down the neighborhood. I constantly get touts asking me to visit the pot shops, but I have never had a woman ask me to enter a massage business (in America.)
