Prostitution suspect arrested in raid on San Mateo massage business

SAN MATEO -- Police raided the Celandine Day Spa on Wednesday and arrested one woman there on suspicion of prostitution and cited the owner of the massage business for several municipal code violations.

Detectives and officers served a search warrant on the spa at 1555 East Fifth Ave. Wednesday afternoon after conducting an investigation spurred by complaints from local businesses, San Mateo police reported.

Shuyi "Cece" Chen, 45, of Hayward was arrested on suspicion of two counts of prostitution.

Spa owner Michelle Yang, 41, of Daly City, was cited for several alleged violations of the municipal code related to operation of the massage business, police said.

The investigation was overseen by the San Mateo police special investigations bureau, which focuses on vice and narcotics crimes.

"The healing profession of massage therapists deserves the good name of their profession to be without compromise," Deputy Police Chief Michael Callagy said in a statement, "and to that end we will act on any massage establishment that offers acts of prostitution."

Any legal pundits here? I just peeked at several San Mateo AMPs and ALL of them take credit cards. Can the search warrant include credit card records? I think it can. THEN, can the credit card records be used to contact clients for LE action?

Almost certainly, yes. That's the reason that I laughed when I saw an independent escort post the other day on RB in a VIP forum asking if it would be helpful to guys if she takes CC's. Uh, no, Dear. Not gonna happen.

Warrant applications typically ask for and outline as broadly as possible potential evidence of the target crime[s] under investigation. Likely the clients of the AMP's would be rather cynically listed as "potential witnesses" to crimes and identifying and locating them would likely be well within the scope of the warrants issued.
